Facility Improvement Project Information from Jan. 15, 2019

School Board of Trustees

Angie Topp

Angie Topp, President:  Angie currently serves as Board President. She is the wife of Dean (Chip) Topp, and the mother of Alivia, 2015 graduate of NHS, Marianna, 11th grader at NHS, and Gavin, 8th grader at NMS. Angie is a lifetime resident of Wells County and represents Lancaster Township. She has spent most of her career in mortgage lending and is currently the Sales Manager and Sr. Loan Officer at American Mortgage in Bluffton. Angie is a member of the Apostolic Christian Church and on the board of FAM Ministries. Angie shares, “I am thankful for the opportunity to serve on the NWCS Board and to represent Lancaster Township.”

 
 
Scott Elzey

Scott Elzey, Vice-President:  Scott is passionate about his support for the community.  He continues to work toward ensuring that we are spending our money wisely, advocating for courses to prepare kids for career opportunities, not just college opportunities, working to improve teacher pay and benefits, and promoting a well-rounded education for all students.  Scott is a graduate of Norwell High School and Indiana University.  He has held various leadership positions at IBM, AT&T and Frontier Communications as well as operated his own consulting company.  He is married with two adult children and also serves on the Wells County Historical Society.  Scott enjoys the outdoors and spending time on the Wabash River with his grandson.

 

Gene Donaghy, Secretary: Gene has served on the board since 1997; as member; president; and vice-president. He is a 1973 Norwell graduate and a 1977 undergrad of Purdue.  He is retired after 38 years with I&M and Northeastern REMC.  He is married to Marla and have 4 daughters and 8 grandchildren.  Sarah is a teacher at LES, Renee is a teacher in SWACS, Trisha is a stay at home mom, and Allee is a personal trainer. Gene is the Governor's Representative to the Northeast Indiana Regional Coordinating Council and a member of the Regional Development Authority for Northeastern Indiana;  the Wells County Economic Development Council; the Northeast Indiana Foundation; the NEI Regional Partnership Board and the secretary on the Regional Development Authority.  They attend the Markle Church of Christ. Doing what is in the best interest of the kids and the community is his commitment to NWCS.

 

Karen Harris
Karen Harris, Member: Karen has been an active member of the Northern Wells Community for over 30 years. She and her husband Chuck have been married for 35 years, and have 4 children, Nole, Nikki, Adam, and Aaron, and 6 grandchildren.  The Harris children are all Norwell graduates. Karen earned her Bachelors Degree in Elementary Education from Bethel College in Mishawaka Indiana and a Masters Degree from Indiana University. Karen comes to the board with 32 years of teaching experience. She taught at Fort Wayne Christian School after graduation and then went on to serve as a teacher at Ossian Elementary for 27 years. She retired from Ossian in 2015 and has continued to substitute and volunteer in the schools. Karen is a member of Hope Missionary Church where she sings on the worship team, teaches Wednesday night children activities and volunteers where there is a need. She is excited for the opportunity to serve on the board. She believes that her knowledge and expertise of educational needs can bring new insights to the board.
 
Corey Krug

Corey Krug, Member:  Corey grew up in metro Detroit, MI and graduated from Southfield Christian High School in Southfield, MI. He went on to attend Hillsdale College on a baseball scholarship and graduated with a Bachelor of Arts degree in 2006. While at Hillsdale, he met his wife Cylie (Hoopingarner) Krug, which is how he came to Bluffton, IN. They have three children Ella, Palmer, and Kennedy. Corey works as a, Director - Investment Sales, covering MI, OH, and IN for Berkadia Commericial. He spends his downtime coaching their children's althletic teams and always enjoying quality time with family and friends.

Contracts

This is the CONTRACTUAL AGREEMENT between NORWELL CLASSROOM TEACHERS ASSOCIATION and the BOARD OF SCHOOL TRUSTEES of NORTHERN WELLS COMMUNITY SCHOOLS for August 1, 2018 – June 30, 2019. This contract was approved by the NWCS school board on Oct. 16, 2018.

School Budget & Tax Rate Information

This link shows the property rate history generated for NWCS since 2008. The rates are list by each fund.
This presentation is a high level view of the 2019 School Budget. HEA 1009 & 1167 created changes in the funds schools use for managing school finances. Schools now have to create a budget for an Education Fund and an Operations Fund in additions to the traditional Debt Funds. This draft will be reviewed internally and revisions will be made prior to the Sept. 18th board meeting. The is the new five (5) year bus replacement plan for NWCS as of 9-12-18. The hearing for the is plan is on Oct. 2, 2018 at 5:30 PM in the Board room at Central Office.
This is a worksheet NWCS uses to determine the amount needed to make the correct payment on the Debt Service. This worksheet does not include the Referendum Debt Service calculations used to pay for the Norwell High School Revitalization Project.

Unless otherwise announced, our School Board meetings are held at 5:30 p.m. on the first and third Tuesdays of the month. March, July and December are exceptions due to breaks.  You are welcome to call our central office at 260.622.4125 to confirm the date and time of our next School Board meeting.  The meetings are held in our central office at 312 North Jefferson Street, Ossian or at one of our schools.
